Both Congress and the Pennsylvania General Assembly authorized administrative agencies to enforce employment discrimination laws. Individuals who want to pursue a claim for employment discrimination must first file a claim with the appropriate administrative agency. On the federal level, this agency is the Equal Opportunity Employment Commission (EEOC). In Pennsylvania, the agency is the Pennsylvania Human Relations Commission (PHRC). This assignment is aimed at familiarizing you with the mission and procedures of these agencies, and with the scope of protection offered to employees under various federal employment discrimination laws and the Pennsylvania Human Rights Act.

Note – I use the terms charge, claim, and complaint interchangeably.

Assignment format – Compose the assignment in the following voice and scenario: You are an H.R. employee. Your manager (me) has asked you to prepare a memo to be used for training new employees that explains the functions and purposes of both enforcement agencies. Make sure your memo contains all the information listed below.

Part I

Answer the following questions regarding the EEOC:

  1. Discuss the commission’s history and current mission.
  2. What federal laws are the commission responsible for enforcing? List ALL.
  3. What are the protected classes under each law?
  4. Who may file a charge? Claimant only?
  5. Against whom can charges be filed?
  6. Identify and explain any deadlines for filing claims.
  7. What happens after a timely complaint has been filed? (This will be your longest answer)

Part II

  1. Discuss the commission’s history and current mission.
